█ 개요

 FCC(미국연방통신위원회)는 1934년에 미국의 통신법에 의해 통신관계의 위원회로서 설립되어, 통신시장의

 경쟁력 강화와 공공의 이익을 보호하기 위한 임무를 갖고 있으며, 전파자원의 효율적 이용관리 방안의 일환으로

 주요 전기·전자 제품에서 발생하는 불요전자파(EMI)를 규제 하고 있다. 또한 이회의 위임을 받아 무선, TV, 위성,

 케이블에 대한 정책 개발 및 시행을 하는 독립적인 정부대리 기관이다.

 FCC의 규제활동은 연방통신법(The Communication Act)에 의거하여 실시하며, 제품에 대한 인증업무는 FCC

 내의 기술국인 OET(Office of Engineering and Technology)에서 대부분 수행 하고 있으며, 통신기기에 연결된

 통신기기에 대한 등록업무는 CCB(Common Carrier Bureau)에서 수행하고 있다. 제품의 수입규정에 있어서

 FCC는 세관과 연계하여 인증되지 않은 제품은 통관을 금지하고 있으며, 수입되는 대상품의 선적서류는 FCC

 Form 740과 일치해야 한다. 또한 제품의 판매규정에 있어서도 인증을 획득하기 전까지는 규제대상 제품의 판매

 를 금지하고 미취득한 제품을 전시, 광고할 경우 미취득 제품임을 제품에 표시해야 한다. 위반시는 법에 따라 제품

 의 수입, 판매, 전시, 광고등 유통전반에 걸친 강력한 제재가 수반된다.

 따라서 관련 제품의 미국 수출을 위해서 는 FCC인증이 반드시 필요하다.

 

█ 인증 구분 및 대상 품목

   ● 적합성 인증(CoC: Certification of Conformity)

       의도적으로 전자파 에너지를 사용하는 송신기 및 일부 수신기등과 같이 전자파를 많이 발생하는 제품은 통신

       체계에 중대한 영향을 미칠 수 있기 때문에 FCC filling 시험소에서 시험을 한 후, 시험 성적서 및 관련서류를

       FCC에서 확인을 받도록 하는 제도이다.

   ● 적합성 선언(DoC: Declaration of Conformity)

       승인절차 간소화 및 규제완화의 차원에서 일부 제품(PC 및 그 주변기기류 등)에 대하여, NIST(The Natio

       nal Institute of Standards and Technology)에서 운영하는 NVLAP(National Voluntary Laboratory

       Accreditation Program)에 의하여 승인된 시험소(Accreditation Laboratory)에서 FCC 규정에 따른

       적합성 시험을 한 후, 이 시험소에서 발행한 성적서에 의하여 벌도의 인허가 절차없이 제품에 관련 마킹을

       부착하여 직접 출하할 수 있는 인증제도이다.

   ● 입증(Verification)

       불요전자파를 발생시키는 제품이라도 전반적으로 제품의 Noise Level이 안정되어 있고, 통신수단이나 다른

       제품의 동작에 큰 영향을 미치지 않는다고 판단하는 제품은 제조자가 직접 관련 FCC규정에 따라 제품시험을

       하고 만족할 경우는 별도의 확인 없이 미국에 제품을 출하할 수 있는 인증제도이다.

   ● 등록(Registration)

       단말기기의 등록절차로 민간인증기관인 TCB(전기통신인증기관)에 신청하는 경우와 인증된 시험소에서

       기기를 테스트 하여 시험결과에 근거하여 적합선언(SDoC)을 하는 방법이 있다.

 

   ● FCC의 인증이 필요한 관련규경은 CFR(Code of Federal Register) Title 47(Telecommunications)에규정

      되어 있으며 각 Part별 내용은 하기와 같다.
